Job Title: Assistant Manager-HR
Job Location – Angola
Experience: 5–7 years in HR management from manufacturing industry
Some experience working in Africa.
Language Requirement: Must be fluent in Portuguese and English

Experience Requirements:
1.HR Systems & Policy Development
• Design and implement comprehensive HR policies, SOPs, and employee handbooks tailored to the steel plant environment in Angola.
• Establish performance management systems (KPIs, appraisals, and incentive structures).
• Set up payroll structures in compliance with Angolan labour laws and company norms.
• Define grading structure, compensation bands, and promotion criteria.
• Develop onboarding and induction frameworks for local and expatriate employees.
2.Talent acquisition & workforce planning
• Drive end-to-end recruitment for plant operations, engineering, and support staff.
• Partner with local agencies for sourcing Angolan workforce & ensure compliance with localisation requirements.
• Manage expatriate recruitment and visa/work-permit processes in coordination with authorities.
• Forecast manpower needs for production scale-up phases.
3.Industrial Relations & Compliance
• Ensure full compliance with Angolan labour laws, tax regulations, and expatriate regulations.
• Handle employee relations, grievance management, and disciplinary procedures fairly and in accordance with the law.
• Act as the primary liaison with government agencies, labour offices, and local authorities.
• Support negotiation of collective bargaining agreements (if applicable).
4. Learning & Development
• Identify skill gaps and establish a training calendar for technical, safety, and soft-skills development.
• Promote capacity building of local employees in steel plant operations.
• Conduct leadership development programs for middle-management cadres.
5.Performance Management & Rewards
• Implement a transparent and consistent performance appraisal system.
• Develop productivity-linked incentives and retention strategies for critical talent.
• Benchmark compensation and benefits against industry standards in Angola.
6. Culture & Engagement
• Foster a positive work environment for a multicultural workforce.
• Initiate employee engagement programs that respect cultural diversity.
• Promote safety-first and compliance-driven culture across the plant.
